For 1999 and earlier models, the check procedure for instrument cluster bezel switches involves disabling the airbag system. The cluster bezel contains several switches, including the outside power mirror switch, cruise control ON/Off switch, theft control warning light, and fog light switch on the left of the steering wheel, while the instrument panel brightness switch and, on certain models, the hazard warning switch are located on the right. All switches can be removed from the front by prying them out with a screwdriver that has a taped tip to prevent scratches. Simple switches like the fog light switch should show continuity between the two terminals only when activated, while the three-terminal dash illumination control switch should show continuity between all terminals except when turned Off. After pulling out the switch, the electrical connector should be disconnected, and continuity tests should be performed; any switch that fails should be replaced, with installation reversing the removal process. For the center instrument panel bezel switches, the airbag system must also be disabled. The center bezel includes the hazard flasher switch, clock, and rear window defogger switch. Once the bezel is pulled away, the electrical connectors at each device must be disconnected. The individual switches are secured by screws but can remain in place for testing. To determine proper continuity between the wires and terminals of the hazard switch and defogger switch, wiring diagrams should be consulted. For the hazard flasher switch on models 2CJ04 and later, the shift lever trim cover must be freed from its clips and lifted off to access the switch, which is then removed by taking out the screws, with installation following the reverse of the removal steps.

Disconnect the cable from the negative terminal of the battery and remove the steering column covers.
