If slow operation persists, inspect for loose or corroded connections, particularly the ground, and replace the motor if connections are intact. If wipers do not activate, check the Fuse; if it's fine, connect a jumper wire between the wiper motor and ground, then retest. If the motor operates, repair the ground connection; if not, check for voltage at the motor with the ignition on, removing the cowl cover if necessary. If voltage is present, test the motor off the vehicle with fused jumper wires, ensuring it operates at both low and high speeds. If it works, check for binding linkage; if not, replace the motor.
